Yes, you can run ChatGPT Ads in the UAE and Saudi Arabia. Both were added to OpenAI's Ads Manager availability table on or around 16 September 2026, alongside Israel and Turkey, with no public announcement. Eleven other Middle East and North Africa markets had opened two weeks earlier, so every GCC state now accepts self-serve advertisers. How Arabic copy is handled is not documented, so this guide separates confirmed, reported and unknown.
LocalAds is not an OpenAI partner and does not place ads. We make the 1:1 creative you upload; the cards below are real ads from our ChatGPT Ads studio, not screenshots of live placements.
What changed in September
- 31 August, noticed 2 September: Bahrain, Iraq, Jordan, Kuwait, Lebanon, Oman and Qatar, plus Algeria, Egypt, Morocco and Tunisia, opened to self-serve accounts. Campaign Middle East dates OpenAI's MENA expansion to 31 August; the table change was picked up on 2 September with Europe and India. The UAE and Saudi Arabia were not on it.
- 16 September: the UAE, Saudi Arabia, Israel and Turkey were added, per the Index Lab tracker. No newsroom post, though Index Lab reports a 17 September OpenAI email telling advertisers "Ads Manager is now available to advertisers based in the Middle East".
- 17 September: ads began serving in nine markets, per Index Lab: the UAE, Saudi Arabia, Qatar, Egypt, Kuwait, Morocco, Turkey, Jordan and Bahrain (reported).
Three weeks in, a Campaign Middle East column counted 10+ early-adopter brands in Egypt and Qatar, led by ecommerce (29 September).
Who sees the ads: logged-in adults on the Free and Go tiers; paid tiers are ad-free. The UAE audience is unusually engaged: Microsoft put UAE working-age AI adoption at 70.1% in Q1 2026, first in the world (Khaleej Times), and OpenAI said its UAE user base tripled in the year to November 2025 (Khaleej Times). We found no Go price for either country.

Budgets come from Index Lab's cost guide (updated 12 October), which attributes them to OpenAI's campaign documentation. GPT Ads AI said on 30 September that OpenAI had not published Gulf currency minimums. OpenAI's help centre blocks automated access, so confirm in Ads Manager. Bid guidance is in US dollars either way, with a reported $3 to $5 starting CPC.
Eligibility
The billed entity decides. OpenAI's rule, as quoted by PPC Land, is that the billed legal entity must be "based in a country marked as available". Reported detail from Index Lab and GPT Ads AI: verification runs through Persona against public records; the card must belong to the business and bill in the account's country; and the account country, currency and time zone cannot be changed after creation.
For Gulf brands:
- Match your trade licence exactly. We have seen nothing on whether UAE free-zone and mainland licences are treated differently.
- Plan one home market first. Some new accounts can target only their home country until verification clears and they have spent enough there (reported; no published threshold). A Dubai entity should start with the UAE; reaching Saudi shoppers on day one is more realistic from a Saudi entity.
- Foreign brands selling into the Gulf can advertise from any open market but may be held to home users at first. More in where ChatGPT ads are available.

A real ad made in the LocalAds ChatGPT Ads studio from Bellavita's Farahat product page. Square, title (16 characters) and copy (37) are unedited; the Dubai office question is our mockup, not a live placement. Origin lines are the kind of claim reviewers check, so keep them identical to the product page.
Arabic vs English: prompts and copy
Prompts will be both. Gulf users write in English, Arabic and Latin-script Arabic, often in one conversation. Hints match conversation text, so a one-language hint list covers only part of the demand.
Arabic ad copy is undocumented. We found nothing from OpenAI or third parties on whether Ads Manager accepts Arabic titles and copy, how the card renders right-to-left text, or how the 24 and 48 character guidance applies to Arabic script. What is reported:
- Ads are selected using the user's location, language settings and conversation language, and OpenAI states an ad's language may differ from both (Index Lab).
- An opt-in text customisation setting, added 16 September, adapts your headline and description to the conversation and translates them into the user's preferred language (PPC Land). If it works for Arabic, an English card could appear in Arabic, in words that are not exactly yours.
What we would do:
- Write plain English source copy, one concrete claim per line, no idioms.
- Write context hints in Arabic and English. For a fragrance brand: "oud perfume for work" and "عطر عود للدوام", "Eid gift for him" and "هدية العيد للرجال", plus Latin-script variants.
- Keep text out of the image. No setting translates a baked-in headline.
- Test Arabic copy as a separate ad in the same ad group and check the rendered card. Mixed Arabic and Latin text ("100ml", prices, product names) is where right-to-left layouts usually break.
The free ChatGPT ad preview shows how an English pair wraps; for Arabic, check the real card in Ads Manager.

Seasonality: the next eight months
| Moment | Date | What it means |
|---|---|---|
| Saudi National Day | 23 Sep 2026 (passed) | Missed; next is 23 Sep 2027 |
| 11.11 | Around 11 Nov 2026 | Multi-day marketplace sales; a test run |
| White Friday | Around 27 Nov 2026 | The Gulf's Black Friday (noon's Yellow Friday); ran 20 to 30 Nov in 2025 |
| UAE National Day | 2 Dec 2026 (holiday 2 to 3 Dec) | Long-weekend shopping |
| Dubai Shopping Festival | December to January (2026-27 dates not yet announced) | The 2025-26 edition ran 5 Dec to 11 Jan |
| Ramadan | From about 8 Feb 2027 | Shopping shifts to evenings; gifting and food rise |
| Eid al-Fitr | 9 or 10 Mar 2027 | The biggest gifting moment of the year |
| Eid al-Adha | 16 or 17 May 2027 | Second Eid gifting window |
Ramadan and Eid dates follow moon sighting (Khaleej Times, likely 2027 dates); retail dates are from Khaleej Times' White Friday explainer and DSF 2025-26 report. We found no documentation on dayparting in Ads Manager, so you may not be able to weight spend to Ramadan evenings. Build Eid creative before Ramadan starts. For November generally, see our Black Friday and holiday plan.

Category restrictions in the Gulf
OpenAI's rules, as reported by Index Lab and by GPT Ads AI citing OpenAI's onboarding and policy help article:
- Closed everywhere: alcohol above 0.5% ABV, tobacco and vaping, gambling, adult content and dating apps, political ads, counterfeits, unproven health claims, prescription medicines and online pharmacies.
- Not allowed outside the US, so closed in the Gulf: dietary supplements, consumer medical devices, cosmetic procedures, legal services, personal loans, buy now pay later, payments and remittances, crypto. Deposit accounts, non-health insurance and auto loans are limited to select approved advertisers.
- Open: consumer goods, services, travel, digital products, education, and wellness without medical claims.
The Gulf's big fintech categories (remittances, BNPL) are closed for now. Local rules sit on top. In the UAE, anyone paid to advertise a business on social media, websites or apps needs a Media Council advertiser permit (businesses promoting themselves do not), with fines up to AED 500,000 (Khaleej Times): check any creator content on your landing pages. We could not verify Saudi GCAM rules from a primary source. Fragrance, fashion, beauty as cosmetics, home and electronics are the comfortable core.
Launch checklist for a GCC ecommerce brand
Week 1: account, policy, creative
- Open the account under the exact licensed entity name, with a company card billed in that country. Choose the currency deliberately; it cannot be changed.
- Strip medical, comparative and unsubstantiated claims from products and landing pages.
- Landing pages in English and Arabic, local-currency prices, delivery times stated.
- Produce 6 to 10 squares per hero product with no text in the image, and 3 to 5 English title and copy pairs inside 24 and 48 characters.
- Write 20 to 40 context hints in English, Arabic and Latin-script Arabic, plus negatives.
Week 2: launch and read
- One campaign in your home market, two or three ad groups by angle (occasion, notes or ingredients, gifting), CPC bids at the reported $3 to $5 equivalent.
- Budget for signal: roughly 20 to 30 clicks a day per ad group, about US$60 to US$150 a day per group, not the AED 65 floor.
- After a week, cut weaker squares; add hints from converting conversations, negatives from the rest.
Before White Friday and Ramadan
- A White Friday set with a dated offer line, ready by mid-November.
- Ramadan and Eid sets by mid-January, so they clear review and learn before demand peaks.

FAQ
Are ChatGPT ads available in the UAE? Yes. The UAE was added to OpenAI's availability table around 16 September 2026, with no public announcement, and ads are reported serving there from 17 September. A business whose billed legal entity is registered in the UAE can open a self-serve Ads Manager account.
Are ChatGPT ads available in Saudi Arabia? Yes, from the same mid-September change. Index Lab reports a SAR 50 daily minimum; confirm in Ads Manager.
Which Middle East countries have ChatGPT ads? Eleven: Bahrain, Iraq, Jordan, Kuwait, Lebanon, Oman and Qatar from 31 August 2026, then Israel, Saudi Arabia, Turkey and the UAE from mid-September. Algeria, Egypt, Morocco and Tunisia opened with the first group. All six GCC states are open, among 63 markets worldwide.
Can I write ChatGPT ad copy in Arabic? We found no documentation either way, and nothing on right-to-left rendering. An opt-in setting added 16 September is reported to translate your headline and description into the user's language. Until Arabic copy is documented, write plain English, keep text out of the image, and add Arabic context hints.
Can a Dubai company target Saudi Arabia? Targeting is separate from eligibility, so in principle yes. In practice some new accounts are limited to their home country until verification clears and they have spent enough there. Start with the UAE, or advertise from a Saudi entity.
When should I prepare Ramadan and Eid 2027 ChatGPT ads? Ramadan is expected from about 8 February 2027 and Eid al-Fitr on 9 or 10 March, subject to moon sighting. Have creative and hints built by mid-January so ads clear review and gather data before Eid gifting peaks.
